摘　　要：传统上,公共管理往往被看作是主要研究与政治相对的更为操作性的行政问题的学科。即使研究者们对这一定位有不同看法,也大都停留在公共管理究竟是科学还是艺术,应该更注重效率还是公平或民主、事实还是价值,以及如何从不同路径研究公共管理学等问题上。但事实上,公共管理不仅是科学,也是文明。有关公共管理研究的诸多争论,不仅基本上都还是在西方中心论和西方文明一元论的前提下的讨论,而且也都未能揭示整个公共管理的全貌。故此,在当前我国公共管理学研究基本以西方理论为范本和出发点,并和中国公共管理历史、文献、传统以及整个中国文明大多脱离,且相对陷入贫困的背景下,必须积极发展公共管理研究的文明路径。研究在分析发展公共管理研究文明路径必要性的基础上,依次讨论了公共管理研究文明路径的内涵、基本特点、对研究者的新要求及其七个子路径;并且指出,也只有文明才能使我们这些公共管理的研究者们成为整体。Traditionally,public administration is often regarded as a discipline that mainly studies more operational administrative issues relative to politics.Even if researchers have different views on this orientation,they mostly stay on the questions of whether public administration is science or art,whether it should pay more attention to efficiency or equity(democracy),fact or value,and how to study public administration from different research approaches.But the fact is that,the public administration are not only a science,it is also a civilization.Many of the debates about public administration research are not only largely based on the premise of Western centralism and the monism of Western civilization,but also fail to reveal the whole picture of public administration.Therefore,against the background that the current public administration research in China is basically modeled on western theories,and is largely detached from the history,literature,tradition of Chinese public administration and Chinese civilization as a whole,and is relatively impoverished,it is necessary to actively develop the civilization approach to public administration research.Based on an analysis of the need to develop the civilization approach to public administration research,this paper in turn discusses the connotation,basic features,and new requirements for researchers of the civilization approach to public administration research and its seven sub-approaches;and points out that only civilization can also make us researchers of public administration whole.
