摘　　要：议案建议联署是人大代表常见的政治行为,但少有研究专门探讨为何不同代表的联署行为表现出极大差异。文章基于B市五届人大代表个人信息和履职建议数据,以进取心理论和政策信号理论为研究视角,分别构建连任、晋升、离开和政策四个解释模型,对该问题进行了探讨。研究发现:在连任动机驱动下,地方立场及集体立场较强的人大代表更积极地参与联署。在晋升动机驱动下,党政官员代表更消极地参与联署,但基层党政官员代表比高级党政官员代表更积极地参与联署。在离开动机驱动下,年龄越大的人大代表越消极地参与联署。在政策动机驱动下,委员会领导代表和专业技术型代表更积极地参与联署。上述发现丰富了我们对非职业化立法者联署行为的理解,拓展了对我国人大代表履职行为机制的认知。Cosponsorship of bills and proposals is a common political behavior of deputies to people’s congresses,but few studies have specifically explored why different deputies have demonstrated significant differences in their cosponsorship.Based on the personal information of deputies to the Fifth People’s Congress of in B City and the data of proposals produced by them,this paper discussed this question from the perspectives of ambition theory and policy signal theory,with constructing four explanatory models which namely are reelection,promotion,retirement and policy.The results are:Under the motivation of reelection,deputies with strong local position and group position have participated in cosponsorship more actively.Under the motivation of promotion,the deputies who are officials have participated in the cosponsorship more negatively,but the deputies who are junior officials have participated in cosponsorship more actively than those of senior officials.Under the motivation of retirement,the older the deputies are,the more passively they have participated in cosponsorship.Under the policy motivation,the deputies who are the leaders of committees and the deputies who are the professionals have participated in the cosponsorship more actively.These findings enrich our understanding of legislators’cosponsorship behavior in non-professionalization congresses and expand our cognition on the mechanism of deputies’work.
