摘　　要：本文介绍了军民通用国家标准制定工作的背景和意义,对标准立项申报需关注的环节和要点进行了梳理和分析,总结了气象领域在实际工作过程中遇到的技术性和管理性问题,提出了应对措施和改进建议,供其他领域开展相关工作时参考。This paper introduces the background and significance of developing military-civil national standards and analyzes the main elements and relevant requirements of project application documents. It also summarizes the technique questions and working mechanism during the project application process in meteorological domain and finally puts forward tactics and suggestions, providing reference for other fields.
