摘　　要：知识产权强国建设的思想源起于科教兴国战略,发展于国家知识产权战略,成型于收获知识产权大国地位、“把我国建设成为知识产权创造、运用、保护和管理水平较高的国家”目标基本实现之时。知识产权强国建设理论构成包括,知识产权强国建设“一个总体目标”,知识产权国内发展和国际合作“两大战略内容”,中国特色知识产权制度、运行和保障“三大主体系统”,知识产权保护机制等“四大落实机制”,一流专利商标审查机构建设工程等“五大建设工程”。围绕“知识产权强国建设实施框架体系建设”开展研究,深入分析两大实施方法,构建三大实施体系,协调好四大实施关系是知识产权强国建设实践证成的基本内容。知识产权强国建设进入实施阶段,需要将知识产权强国建设基本道路、知识产权强国建设基础理论与支撑知识产权强国建设的中国特色知识产权制度三位一体,辩证统一到知识产权强国建设实施的伟大历史实践中。The thought of the intellectual property powerful country strategy originated from the strategy for invigorating China through science and education,developed from the national intellectual property strategy,and takes shape when the status of a major intellectual property country and the goal of"building China into a country with a high level of intellectual property creation,application,protection and management"have been achieved.The theoretical composition of the intellectual property powerful country construction can be summarized as"one overall goal"of intellectual property powerful country construction,and"two strategic elements"of the intellectual property domestic development strategy and international cooperation strategy.It consists of"three major operational systems":the intellectual property system with Chinese characteristics,the operation system and the protection system of intellectual property.It could be implemented by"four major implementation mechanisms"including intellectual property protection mechanism and so on and could be achieved by"five construction projects"including world-class patent and trademark examination office construction project,etc.As the intellectual property powerful country construction enters the implementation stage,it is necessary to conduct research in the general direction of"the framework system for the implementation of the intellectual property powerful country strategy"including two strategic implementation methodologies,three major implementation systems,and four major implementation relationships.The above constitutes the basic elements of the practical evidence of the intellectual property powerful country strategy,which need to be further studied in depth to provide theoretical support for the implementation of this strategy,and to integrate the basic road and the basic theory of the strategy and the intellectual property system with Chinese characteristics that supports the construction of the intellectual property powerhouse,and dialectically unify them in
