“金山银山”和“绿水青山”可否兼得?

摘　　要：回顾改革开放以来,要素投资驱动的发展模式可促进经济显著增长,却加大了环境承载压力。"金山银山"与"绿水青山"可否兼得成为值得深入讨论的课题。文章收集了2003-2019年31个省份271个城市的数据,采用熵值法从多层面计算了城市环境综合得分,运用工具变量法和空间杜宾模型,以技术创新、固定资产投资为中间变量,实证研究了我国城市经济增长与蔓延对环境优化的影响。研究发现,在以地形起伏度作为城市经济增长的工具变量条件下,经济增长与环境综合得分呈显著正相关关系,若经济增长1%,城市环境质量将优化12.48%;利用空间杜宾模型分析发现,经济增长存在显著的正向外溢效应,对周边城市的环境综合得分提升产生了积极影响,且该效应来自于非相邻城市作用大于相邻城市;中间机制分析表明,经济增长通过促进技术创新、固定资产投资增加可显著地提高城市环境质量。实证研究表明,"金山银山"与"绿水青山"可兼得。政策启示:中国在稳步推进供给侧结构性改革实现高质量发展的背景下,政府相关部门应着力突显创新在现代化建设全局中的核心地位,打造大众创新创业升级版,加快基础设施绿色升级,构建市场导向的绿色技术创新体系,藉此推动经济发展方式的转型升级,实现"绿水青山"就是"金山银山"。Since the reform and opening-up,the development model driven by factor investment has led to significant economic growth,but the pressure on the environment has increased.It is worth discussing whether the"Mountains of Gold and Silver"and"Lucid Waters and Lush Mountains"can be achieved by both.In this paper,we collected data from 271 cities in 31 provinces during 2003-2019,calculated the comprehensive urban environmental score from various aspects using the entropy method,and tested the impact of economic growth and sprawl on environmental optimization in Chinese cities using the instrumental variables method and the spatial Durbin model with technological innovation and fixed asset investment as intermediate variables.The empirical results show that economic growth is significantly positively correlated with the environmental composite score under the instrumental variable of topographic relief,and economic growth of 1%will optimize the environmental quality of cities by 12.48%.The spatial Durbin model shows that economic growth have a significant positive spillover effect,which positively influenced the improvement of the overall environmental score of neighboring cities,and this effect comes from non-neighboring cities more than neighboring cities.The intermediate mechanism analysis shows that economic growth significantly improves urban environmental quality by promoting technological innovation and increasing fixed asset investment.The empirical evidence shows that"Mountains of Gold and Silver"and"Lucid Waters and Lush Mountains"can be achieved by both.Therefore,it is suggested that in the context of steadily promoting supply-side structural reform and achieving high-quality development in China,relevant government departments should focus on highlighting the central position of innovation in the overall modernization,creating an upgraded version of public innovation and entrepreneurship,accelerating the green upgrading of infrastructure,and building a market-oriented green technological innovation system,so
