摘  要:积极应对气候变化,控制温室气体排放,已成为世界各国的共识。环境影响评价(以下简称“环评”)制度作为与经济社会发展联系最紧密的环境保护制度之一,将温室气体排放作为重要内容纳入其中,十分必要,也符合客观规律。在归纳总结国内外相关研究的基础上,分析了我国将温室气体排放纳入环评制度的可行性,识别了在现有的法律体系、工作基础和人才队伍建设方面存在的问题与不足,并从完善立法、夯实工作基础、深入开展环评试点等方面提出了政策建议,以期为推进环评管理机制创新提供参考,为国家应对气候变化政策体系建设提供支持。It has become the consensus of all countries in the world to actively respond to climate change and control greenhouse gas emissions.As one of the most closely related environmental protection systems with economic and social development,Environmental Impact Assessment(EIA)system takes greenhouse gas emissions as an important content,which is very necessary and in line with the objective law.This paper summarizes the relevant research basis at home and abroad,analyzes the feasibility of bringing greenhouse gas emissions into the EIA system in China,identifies the problems and deficiencies in the existing legal system,work foundation and talent team construction,and puts forward policy suggestions on the aspects of improving legislation,consolidating the working foundation and further carrying out the pilot of EIA.In order to provide references for promoting the innovation of EIA management mechanism,and provide support for the construction of national policy system to address climate change.
