工业项目邻避冲突中的风险沟通困境研究

摘　　要：风险沟通是预防和化解工业项目邻避冲突的重要策略之一。发达国家非常重视工业项目邻避冲突中的风险沟通,效果明显。通过对我国几起工业项目邻避冲突的分析,发现我国存在风险沟通困境,主要表现在前期沟通不足、爆发后仓促而被动、最后沟通效果不佳等方面。这是由于政府与民众之间角色对立、地位不平等、沟通技巧缺乏及沟通渠道失当等原因造成的。要走出这一困境,可以通过提升信任水平、淡化利益关联、选择合适渠道和加强沟通技巧等方法提高风险沟通的效果,从而达到化解工业项目邻避冲突的目的。Risk communication is one of the effective strategies and approaches to prevent and resolve NIMBY conflicts in industrial projects.Developed countries attach great importance to the risk communication of industrial project NIMBY conflict,and the effect is obvious.Through the analysis of several industrial project NIMBY conflicts in China,it is found that there are risk communication problems in China,which are mainly manifested in the lack of early communication,the rash and passive after the outbreak,and the failure of communication in the end.This is due to the role opposition,unequal status,lack of communication skills and improper communication channels between the government and the public.To get out of this dilemma,we can improve the effect of risk communication by improving the level of trust,weakening the interest relationship,selecting appropriate channels and strengthening communication skills,so as to achieve the purpose of resolving the NIMBY conflict of industrial projects.
