摘　　要：在全球贸易发展过程中,船员发挥着不可替代的作用。建设海洋强国需要充足的船员后备队伍,保障船员的合法权益理应为社会所关注。船员职业具有高流动性、涉外性和风险性,发生工伤的概率较高。积极维护船员的合法权益,有助于为我国航运业的发展积累坚实的后备力量,提高我国航运业在国际市场中的竞争力。针对船员职业特点,应通过确保船员与用人单位之间劳动关系有效建立、适度降低船员行业工伤保险费率、积极发挥船东互保协会的作用等方式来完善对船员的工伤救助措施。In the development of global trade,crews play an irreplaceable role.Building a maritime power requires a sufficient crew reserve team.Ensuring the legitimate rights and interests of crew should be paid attention to by the society.Crew occupations are highly mobile,foreign-related and risky,and the probability of occupational injuries is high.Actively safeguarding the legitimate rights and interests of seafarers will help accumulate a solid reserve force for the development of China's shipping industry and improve the competitiveness of China's shipping industry in the international market.In accordance with the professional characteristics of crew,it is necessary to ensure the effective establishment of labor relations between the crew and the employer,moderately reduce the rate of employment injury insurance for the crew industry,and actively play the role of the shipowners'mutual assurance association to improve the employment injury rescue measures for crew.
