摘　　要：解放战争时期,为了满足党政军机关团体及广大民众的通信需要,晋冀鲁豫边区建立了邮务管理总局,开展了大规模的邮政建设工作。通过健全机构、完善制度和科学管理等方式实行企业化经营;重视干部职工的素质提升和权益保障工作,建立健全培训机制和工会制度;通过进行有效的政治动员调动员工的工作积极性和创造性,加快了邮政建设的进程。晋冀鲁豫边区的邮政建设取得了显著的成就,为战争的胜利和新中国人民邮政的建立做出了贡献。During the war of liberation,in order to meet the communication needs of party,government and military organs,organizations and the general public,the Shanxi-Hebei-Shandong-Henan border regions established the General Administration of postal affairs and carried out large-scale postal construction.Implemented enterprise management by improving institutions,systems and scientific management;paid attention to the quality improvement and rights&interests protection of cadres and workers,established and improved the training mechanism and trade union system;the enthusiasm and creativity of employees were mobilized through effective political mobilization,and the process of postal construction was accelerated.The postal construction in the Shanxi-Hebei-Shandong-Henan border regions has made remarkable achievements and contributed to the victory of the war and the establishment of the people’s postal service of new China.
