摘 要:政绩考评是贯彻落实中央各项部署的“指挥棒”,也是引导、激励和约束干部作为的“风向标”。高质量发展政绩考评体现以人民为中心的发展理念,旨在构建正确的政绩观和度量衡。审视改革开放40多年来我国政绩考评的演进历程,大致经历了5个阶段,其内在逻辑是始终坚持服务中心工作、体现时代特征、不断强化群众参与程度和凸显技术体系的重要性。在新时代的发展视域下,我国政绩考评呈现价值导向化、指标个性化、方法多元化和体系统一化等趋势,为进一步发挥政绩考评功能,应坚持以人民为中心的理念,构筑以民生三感为导向的指标体系;健全多元考评主体,扩大第三方专业评价机构参与;加强考评数据驱动,优化政绩考评信息管理;强化考评结果运用,形成干部能上能下的主要依据。Performance evaluation is the“baton”to implement the various deployments of the central government,and also the“vane”to guide,motivate and constrain cadres.The performance evaluation of high-quality development reflects the people-centered development concept,aiming to build a correct concept of performance and measure.Reviewing the evolution of China’s performance evaluation over the past 40 years of reform and opening up,it has roughly gone through five stages,its internal logic is to always adhere to the work of the service center,reflect the characteristics of the current development era,continuously strengthen the participation of the masses and highlight the importance of the technical system.From the perspective of the development of the new era,China’s performance evaluation shows the trend of value orientation,index personalization,method diversification and system unification.In order to further play the function of performance evaluation,we should adhere to the people-centered concept and build an index system oriented by the three senses of people’s livelihood.Improve multiple evaluation subjects,expand the participation of third-party professional evaluation institutions,strengthen the evaluation data drive,optimize the performance evaluation information management.Strengthen the use of evaluation results,the formation of cadres can be the main basis.
