拜登政府“民主国家联盟”构想评析

摘　　要：拜登政府执政后将意识形态和民主价值观置于美国外交的重要位置,提出了"民主国家联盟"构想。对内重振美国民主体制、对外修复美国联盟体系、召开"全球民主峰会"、组建"民主国家"议题联盟等是拜登政府"民主国家联盟"构想的主要着力点。拜登政府此举既是源于对全球民主"衰退"现实的担忧,也有回应美国国内政治现实的考虑,同时与拜登本人及其执政团队的外交理念密切相关,更是美国加强对华价值观与意识形态斗争的产物。尽管从长远来看拜登政府推进实施"民主国家联盟"构想存在一些有利的国际条件,但也面临很多阻碍与局限。Since taking office,the Biden administration has placed ideology and democratic values as the core of American foreign policy,putting forward the"coalition of democracies"initiative.In promoting initiative,the Biden administration dedicated to revitalizing American democracy internally while repairing the alliance system externally.In his capacity,Biden hosted the global summit of democratic countries and established a series of coalition on specific issues.The initiative launched by the Biden administration is not only out of concern about global democratic decline and many domestic political challenges faced by the United States,but also closely related to the idea of Biden himself and his policy team.At the same time,it is also driven by the intensified struggle of values and ideology between the U.S.and China.Despite many challenges and constraints in promoting the initiative,there would be favorable international environment for the U.S.in the long run.Full assessment of the negative impact of this initiative should thus be a necessity for China,aiming to address properly the pressure and challenges from the U.S.,and to hold a rein on the worsening relations.
