美国体育健康协同治理伙伴模式的特征及启示

摘　　要：在推动健康关口前移、将全民健身与健康中国深度融合的背景下,通过文献资料、逻辑分析、对比分析等方法,从伙伴模式层面探索美国体育健康协同治理的伙伴关系构建,旨在为完善我国体育健康公共事务的科学现代化治理提供借鉴。研究显示,美国体育健康协同治理伙伴关系包括基于领导力激发而形成的战略协同伙伴关系、基于联合参与动机而形成的组织合作伙伴关系、基于共享协同动机的体育健康相互承诺而形成的跨部门实施合作伙伴关系,并整合形成合作伙伴模式。研究认为,我国体育健康协同治理应首先坚持党和政府的治理领导作用,以形成党领导下的政府主导型体育健康协同治理机制;谋划、设定有中国特色的体育健康协同伙伴模式,理顺政府与社会组织之间职、责、权、利的关系;提升体育健康融合的伙伴协同治理能力。Under the background of moving the health pass forward,deeply integrating national fitness program and healthy China strategy,this paper explores the partnership construction of collaborative governance in the integration of sports and health in the United States through the methods of literature review,logical and comparative analysis,to provide reference for improving the scientific governance of public sports and health affairs in China.Research shows that the collaborative governance partnership of American sports health includes strategic collaborative partnership based on leadership stimulation,organizational partnership based on joint participation motivation,cross department implementation partnership based on shared collaborative motivation,and then integrated to form a partnership model.The research holds that China’s sports health collaborative governance should first adhere to the governance leadership of the party and the government,so as to form a government led sports health collaborative governance mechanism under the leadership of the party;plan and set up a cooperative partnership model of sports and health with Chinese characteristics,and straighten out the relationship between duty,responsibility,power and benefit between the government and social organizations;improve the partner collaborative governance ability of sports health integration.
