摘　　要：价值医疗是卫生健康服务体系的底层框架,将重构人类对医疗保健服务全新的理解体系、操作体系以及治理体系。然而,从我国实践来看,价值医疗发展还处于探索阶段并存在诸多瓶颈,需要对其加深理解。基于此,文章采用ROCCIPI技术框架,从规则、机会、能力、交流、利益、过程和意识七个方面对价值医疗发展进行困境诊断,为我国价值医疗体系的探索与发展提供参考。As a bottom frame of health system,value-based healthcare will make a reconstitution of understan-ding,operation and governance system of healthcare service.However,based on the perspective of practice,the deve-lopment of value-based healthcare in China is still in the exploratory stage and exists many bottlenecks,so it needs to be further understood.For the reasons above,this paper adopts the ROCCIPI analysis framework to diagnose the dilemma of the development of value-based healthcare from seven aspects including rule,opportunity,ability,communication,benefit,process and consciousness,in order to provide useful reference for the exploration and development of value-based healthcare system in China.
