摘 要:高校贫困生资助在保障学生教育权利、提升人才培养质量、彰显教育公平价值等方面发挥着重大作用。从资助体系构建角度看,高校学生贫困资助政策经历了"普惠型资助""奖学金和贷学金并存""多元资助体系并存""创新型资助体系"等四个阶段。高校贫困生资助政策的生成逻辑体现在彰显社会公平的教育逻辑、依托生产力发展水平的经济逻辑、强调实体正义和程序正义的法治逻辑等三个方面,但还存在资助本身重过程轻结果、强调资助分配结果的公平性而忽视资助过程的育人性和过程性、资助主体单一等问题。新时代高校贫困生资助应在理念上以立德树人原则统领资助工作,在方法上重视对高校贫困学生进行精准识别,在制度上推动资助工作法治化建设,在宣传上要激发多元主体参与的良好氛围。Funding for poor college students plays an important role in guaranteeing students’ educational rights, improving the quality of talent training and highlighting the fair value of education. From the perspective of funding system construction, the poverty funding policy for college students has experienced four stages: "universal funding","co-existence of scholarship and loan","co-existence of multiple funding systems" and "innovative funding system". The generation logic of the subsidy policy for poor students in colleges and universities is embodied in three aspects: the educational logic that promotes social equity, the economic logic that depends on the level of productivity development, and the rule of law logic that pays attention to the protection of educational rights. However, there are some problems such as emphasizing the process and neglecting the results, emphasizing the fairness of the funding distribution results and ignoring the fostering function, the process of financing, and single funding subject of the funding process, etc. In the new era, it is necessary to guide the funding work in the principle of cultivating people by virtue in the concept, attach importance to the accurate identification of poor students in colleges and universities, promote the legalization of the funding work in the system, and stimulate a good atmosphere for the participation of multiple subjects in the environment.
