利益相关者理论视角下民办高校内部治理的困境与突破

摘　　要：民办高校内部治理水平是影响与制约自身办学质量、办学效益和特色发展的关键性因素。从利益相关者理论的视角审视内部治理和民办高校的组织性质相契合,既能够满足民办高校提升内部治理水平的理论诉求,又能够满足其解决治理问题的现实需要,对于进一步优化内部治理结构、调动利益相关者参与治理的积极性、提升民办高校的办学美誉度具有重要意义。当前,民办高校内部治理结构不够完善,权利主体的权责边界不够清晰,内部监督机制不够健全,有些利益相关者的治理主体地位不够突出。在对利益相关者的角色进行分析的基础上,综合权衡各方利益,从规范董事会运行程序、完善内部监督机制、理顺内部治理关系、不断完善内部治理结构、营造多元共治的大学治理文化等方面提出了加强民办高校内部治理的对策。The level of internal governance of private universities is a key factor that affects and restricts their quality,efficiency and characteristic development.Re-examining the roles and behavioral influences of various stakeholders from the perspective of stakeholder theory will surely meet the theoretical demands of private universities to improve their internal governance level,and it will also meet their practical needs to solve governance problems,which is consistent with the nature of private universities.It is of great significance to further optimize the internal governance structure,mobilize the enthusiasm of stakeholders to participate in governance,and improve the reputation of private universities.At present,the internal governance structure of private universities is not perfect.For example,the boundary of rights and responsibilities of rights subjects is not clear,the internal supervision mechanism is not perfect,and the governance subject status of stakeholders is not prominent enough.Based on the analysis of the role of stakeholders,this paper comprehensively balances the interests of all stakeholders and puts forward the strategies,which include standardizing the procedures of board operation,improving the internal supervision mechanism,straightening the internal governance relationship and creating a pluralistic co-governance university governance culture to promote the internal governance level of private universities.
