摘　　要：高校公共安全风险生成过程复杂性和形态多样性,决定了高校公共安全风险治理任务艰巨性。目前,环境更替、视域狭隘、模式陈旧等困境凸显,在严峻的风险态势下,以高校行政管制为主的风险治理模式亟待革新。作为一个开放演化和内在耦合的复杂网络系统,高校公共风险治理系统和复杂适应系统具有内在契合性。文章基于复杂适应系统理论,开展多元共治、主动强化、权变治理的高校公共安全风险治理系统效能目标设计。并以效能目标为引导,从功能、要素、流程等三个方面构建高校公共安全风险治理框架,回应风险治理改进过程中的困境,服务于新时代高校公共安全风险治理体系和治理能力现代化。The complexity and diversity of the formation process of university public security risks determine the difficulty of the university public security risk governance.At present,the dilemma of environmental change,narrow vision and outdated model has become prominent.Under the severe risk situation,the risk governance model based on university administrative control is in urgent need of innovation.As a complex network system with open evolution and internal coupling,the public risk governance system and the complex adaptive system of colleges and universities have inherent consistency.Based on the theory of complex adaptive system,this paper carries out the efficiency target design of public security risk management system in colleges and universities,which includes multiple co-governance,active strengthening and contingency governance.Guided by the efficiency goal,this paper constructs the risk governance framework of university public security from the three aspects of function,element and process,responds to the dilemma in the process of risk governance improvement,and serves the modernization of university public security risk governance system and governance ability in the new era.
