摘　　要：欧盟核电国家、“一带一路”沿线国家,或准备建设核电机组,或已制定核电发展规划,这些国家对不同类型的核反应堆有普遍的需求。因此,分析并提出不同堆型的核电出口策略十分必要。本文重点分析研究了欧盟核电发展现状及未来发展预测,竞争者在欧盟的整体竞争格局,结合在中国实施的“一带一路”“中欧全面投资协定”及“17+1合作”战略下已有的欧盟核电市场开发经验,针对大堆、小堆等不同核电堆型提出开发策略。通过分析,针对不同的欧盟目标国市场,寻求合适的进入模式和开发策略,这对未来核电机组在欧盟的海外落地具有一定的指导意义。The EU nuclear power countries and countries along the Belt and Road are currently preparing to build nuclear power plants,or have formulated nuclear power development plans,these countries have a general demand for different types of nuclear reactors,so it's indispensable to analyze and propose the export strategies of different reactor types.In this paper,focusing the EU nuclear power development status and future development forecast,and the overall competition pattern in the EU are analyzed and studied.Combined with the implementation of the"Eelt and Road Initiative","EU-China Comprehensive Agreement on Investment"and"17+1 Cooperation"strategies and the existing international nuclear power market development experience,corresponding export strategies for different types of large scale and small modular reactors are put forward.For different target markets,a sidtable market access model and development strategy will be achieved,which plays a significant role in the overseas landing of nuclear power reactors.
