摘  要:阿克苏市是新疆阿克苏地区的中心城市。近些年随着阿克苏市城市经济不断发展,城市范围发生了较大的变化,防洪安全问题日益凸显。阿克苏市防洪体系建设可分为4个片区,分别为城区阿克苏河防洪体系、城东柯克亚河防洪体系、城南台兰河防洪体系和城西印干山防洪体系。笔者针对各片区防洪体系存在的问题,提出防洪体系建设的措施:在工程措施上,采取以疏为主、疏堵结合的建设原则,在有条件的河流上,可采用库堤结合的方式;在非工程措施上,充分利用现代化遥感技术,依托5G网络和"水利一张图"建立天地一体化洪水灾害监测体系,实现洪水灾害防御统一调度。Aksu City is the central city of Aksu Prefecture in Xinjiang.With the continuous development ofurban economy in Aksu City in recent years great changes have taken place in the urban scope and theproblem of flood control safety has become increasingly prominent.The flood control system construction in AksuCity can be divided into four areas respectively flood control system of Aksu River in urban area flood controlsystem of Kekeya River in the east of the city flood control system of Tailan River in the south of the city andflood control system of Yingan Mountain in the west of the city.In view of the problems existing in the floodcontrol system in each area the authors put forward the measures for the construction of the flood controlsystem in terms of structural measures the construction principle of dredging is given priority to and thecombination of dredging and blocking is adopted and the combination of reservoir and embankment can be usedon conditional rivers In terms of nonstructural measures making full use of modern remote sensing technology relying on 5 G network and."Water Conservancy Map"the space-ground integration flood disaster monitoringsystem is established to realize the unified dispatching of flood disaster prevention.
