摘 要:电网规划具有区域性、宏观性和不确定性,其环评公众参与工作与建设项目有着显著区别。以四川省某区县电网规划环评公众参与实践工作为例,通过环境信息公示、简本公示、公众团体调查及专家调查等多种方式相结合,探索了规划环评公众参与方式、方法及深度要求;依据对公众参与反馈意见的分析整理与采纳情况总结,对规划方案及规划环评文件编制进行了优化调整,提高了规划方案的环境合理性和规划协调性,为电网规划实施创造了良好的条件。Public participation of power grid plan EIA is significantly different from that of specific construction projects due to regional,macroscopic and uncertain characteristics of power grid plan.A power grid plan in a county of Sichuan Province was taken as an example by combination of environmental information publicity,simplified version publicity,public groups and experts survey,etc,to investigate the approaches,methods and requirement on depth of public participation.Optimization and adjustment were implemented on the scheme and EIA document of the power grid plan,based on the analysis of the public participation feedback and summary of adoption or not.Moreover,environmental feasibility and planning coordination was improved through the optimization,which is able to lay a favorable condition for implementation of the power grid plan.
