摘　　要：本文总结分析了内蒙古开展排污权有偿使用和交易工作的实践成效,从政策实施、排污权核定、分配、定价以及有偿使用费的征收、交易探索、指标回购等方面阐述了实践成效、存在的客观障碍,并据此提出了推进排污权交易工作的相关思考和建议,以期为推动内蒙古排污权交易的发展提供参考。This article summarizes and analyzes the practical results of the paid use and trading of emission permit in Inner Mongolia,and elaborates the existing results and objective obstacles from the aspects of policy implementation,emission permit verification,allocation,pricing,and the collection of paid use fees,transaction exploration,and indicator repurchase.Based on this,puts forward some relevant thoughts and suggestions in order to provide reference for the development of the emission trading in Inner Mongolia.
