论中国页岩气“十四五”发展思路与目标

摘　　要：经过10余年的勘探开发攻关和实践,中国页岩气产量实现了从无到有,从小到大的跨越式发展,"十三五"期间中国页岩气商业化开发驶入快车道,2020年页岩气产量达200×108 m3,是仅次于美国的全球第二大页岩气生产国,并形成了以四川盆地及其周缘海相页岩气为代表的商业化开发示范区。为讨论分析中国页岩气"十四五"方向,从"十三五"页岩气规划完成及取得成果,页岩气发展的资源基础等方面对未来中国页岩气的发展思路和目标进行了科学的分析和研判,研究结果表明:(1)"十三五"期间虽然规划指标完成不高,但在四川盆地中浅层区海相五峰组—龙马溪组页岩气实现了全面开发;四川盆地深层海相页岩气及盆地外复杂构造常压区海相页岩气实现了有效开发;海陆过渡相页岩气和陆相页岩气领域勘探实现了突破或见到好的苗头;(2)"十四五"期间,我国页岩气具有快速发展的丰富资源基础,研发适合我国各地区各层系海相、陆相和过渡相页岩气的勘探开发技术、大功率装备以及工具和材料,快速推进老区立体深度开发和新区新层系勘探开发突破,力争2025年页岩气产量达400×10^(8)~450×10^(8)m^(3);(3)为保障目标实现,能源企业需要进一步优选勘探开发目标及实施方案,发展高效低成本钻井、压裂、采气工程等技术,加大产能建设工程投资,并加强外输管网建设,继续开展地貌复原、钻井液和返排液回收处理与重复利用、钻井岩屑资源化利用等工作。结论认为,我国虽然页岩气资源丰富,开发潜力巨大,但在制定国家页岩气"十四五"及中长期发展规划时,要充分考虑所面临的困难和挑战,制定切实可行的发展思路和目标,切忌盲目追求高指标高速度发展。In order to ensure the sustainable development of China’s shale gas industry in the future,this paper analyzes and discusses China’s shale gas development ideas and goals during the 14th Five-Year Plan based on the goal fulfillment and achievement of shale gas development during the 13th Five-Year Plan and the resource base of shale gas development.Then,the tmeasures and suggestions to ensure the smooth realization of related goals are proposed.And the following research results are obtained.First,the expected indicators of shale gas during the 13th Five-Year Plan are not reached completely,but marine shale gas of Upper Ordovician Wufeng-Lower Silurian Longmaxi Formation in the middle and shallow areas of the Sichuan Basin has been developed in a large scale,deep marine shale gas in the Sichuan Basin and marine shale gas in the normal-pressure areas of complex structures outside the basin have been developed effectively,and breakthroughs and good shows have been achieved in the exploration of transitional shale gas and continental shale gas.Second,During the 14th Five-Year Plan,there is a resource base for the rapid development of shale gas in China,and it is necessary to research and develop exploration and development technologies,high-power equipment,tools and materials which are suitable for marine,continental and transitional shale gas in different areas and strata in China and rapidly promote the stereoscopic deep development in old regions and the exploration and development breakthroughs in new regions and strata so as to strive to achieve the yearly shale gas production of 400×10^(8)-450×10^(8)m^(3)in 2025.Third,in order to ensure the realization of related shale gas goals,energy enterprises shall further select exploration and development targets and implementation schemes,develop the technologies for drilling,fracturing and gas production engineering of high efficiency and low cost,increase the investment in productivity construction engineering,strengthen the construction of transportation pipel
