摘　　要：中国打造教育对外开放新高地的战略行动深嵌于全球化和逆全球化共存的新时代背景之中,既应符合以建设"国际教育枢纽"为主要特征的第三代跨境教育的国际通则,又应承担助力"双循环"新发展格局的本土使命。当前,"国际教育枢纽"主要包括三种模式:学生枢纽、技术劳动力枢纽、知识/创新枢纽。中国打造教育对外开放新高地的区域布局中,海南建设国际教育创新岛和粤港澳大湾区建设国际教育示范区是两个战略重点。在全球视野与中国行动的双重考量基础上,海南建设国际教育创新岛应定位于学生枢纽类型,宜坚持"点"的建设思路,采取打造"留学中国"特色的发展策略;粤港澳大湾区建设国际教育示范区应定位于知识/创新枢纽类型,宜坚持"面"的建设思路,采取打造"本土留学"特色的发展策略。Being deeply embedded in the new era background of the coexistence of globalization and de-globalization,China’s creating for a new highland of education opening-up strategy should not only conform to the international general principles of the third generation of cross-border education,which is mainly characterized by the construction of an international education hub,but also shoulder the local mission of promoting the new development pattern of"dual circulation".At present,the international education hub mainly includes three types:the student hub,the training and skilled workforce hub,and the knowledge/innovation hub.Hainan Free Trade Port to build an international education innovation island and Guangdong-Hong Kong-Macao Greater Bay Area to build an international education demonstration zone are two strategic priorities in China’s regional distribution of creating a new highland of education opening-up.Based on the dual consideration of global vision and China’s action,Hainan Free Trade Port to build an international education innovation island should be positioned as the type of"student hub",which is appropriate to adopt the strategy of"point",and to create the characteristics of"studying in China";Guangdong-Hong Kong-Macao Greater Bay Area to build an international education demonstration zone should be positioned as the type of"knowledge/innovation hub",which should adhere to the strategy of"area",and tend to create the characteristics of"local studying abroad".
