摘 要:为建立有效的合作方选择方法,提出了基于信任评价模型的PPP项目合作方选择决策方法。首先,通过搜集整理基础设施合作方的各项资料,厘定信任指标,构建信任评价指标体系;构建信任物元评价模型,综合分析各个合作方的信任程度。结果表明:基础设施投资合作方3的信任程度最高,合作方1的信任程度最低。构建的PPP项目合作方选择决策模型能够有效评价合作方信任程度,为政府合作方选择决策提供理论依据。To establish an effective method for partner selection,this paper proposes a decision-making method for partner selection in PPP projects based on a trust evaluation model.First of all,by collecting and sorting out various information of infrastructure partners,establishing trust indicators and constructing a trust evaluation index system;constructing a trust matter-element evaluation model to comprehensively analyze the degree of trust of each partner.The results show that the trust level of the infrastructure investment partner 3 is the highest,while the trust level of the partner 1 is the lowest.The PPP project partner selection decision-making model constructed in this paper can effectively evaluate the trust degree of the partner and provide a theoretical basis for the government partner's selection decision.
