美国竞技体育治理的历史嬗变、经验与借鉴

摘　　要：采用文献资料法等,对美国竞技体育治理的历程进行梳理并总结相关经验,为我国竞技体育治理现代化提供借鉴。研究认为,美国竞技体育治理经历了发轫期、提升期和成熟期3个阶段,主要经验:强调竞技体育治理的综合效益,注重多元主体协同共治,坚持以人为本保障参与权利公平,法律手段贯穿治理全过程。对我国的借鉴:优化治理目标,充分挖掘释放竞技体育最大效益;厘清治理主体间职责权限,构建多元主体协同共治新格局;以平等、公平为导向,保障不同群体的竞技体育参与权利;加强法治建设,将法律作为竞技体育治理的重要手段。By using the method of literature review,this paper sorted out the historical trajectory of American competitive sports governance and summarized its experience to provide reference for Chinese competitive sports governance.According to the research,the governance of American competitive sports has experienced three stages:the initiation period,the promotion period and the maturity period.Main experiences:They emphasize the comprehensive benefi ts of the governance of competitive sports,emphasize the coordination and co-governance of multiple entities,adhere to the principle of putting people fi rst to ensure the fairness of participation rights,and legal means run through the whole process of governance.Reference to China:We should optimize governance goals and fully release the maximum benefits of competitive sports,clarify the responsibilities and powers between governance entities and build a new pattern of collaborative governance among multiple entities,be guided by equality and fairness to protect the rights of different groups to participate in competitive sports,strengthen the construction of the rule of law,and integrate laws as an important means of competitive sports governance.
