摘  要:科学完善的质量保障是高等教育高质量发展的重要基础。我国与日本都强调高等教育评估在质量保障中的作用,并在评估主体、评估理念、评估标准、评估方法以及评估结果等方面存在共性特征,同时,日本高等教育质量保障又在突出高校的质量责任主体、重视对学生的关怀以及第三方教育评估机构建设等方面具有明显的个性特征。加强我国的高等教育质量保障,既需要坚持高校分类评估、分类发展,鼓励高校办出特色和突出学生的主体地位等中日高等教育质量保障的共性特征,也需要借鉴日本在高等教育质量保障方面的个性特征,鼓励高校做自觉的质量保障发起者、强化对学生的关怀、努力发展具有独立地位的第三方评估机构。Scientific and perfect quality assurance is an important basis for the high quality development of higher education.Both China and Japan emphasize the role of higher education evaluation in quality assurance,and they have common characteristics in the evaluation subject,evaluation idea,evaluation standard,evaluation method and evaluation result,etc.At the same time,Japanese higher education quality assurance has obvious personality characteristics in the aspects of highlighting the main body of quality responsibility,paying attention to the care of students and the construction of the third party education evaluation institutions.To strengthen the quality assurance of higher education in China,it is necessary to adhere to the common characteristics of quality assurance of higher education between China and Japan.For example,we should insist on the classified evaluation and classified development of colleges and universities,and encourage colleges and universities to develop their own characteristics and highlight the dominant position of students.It also needs to learn from Japanese individual characteristics in the quality assurance of higher education,encourage colleges and universities to be the initiators of quality assurance consciously,strengthen the care for students,and strive to develop independent third-party evaluation institutions.
