连片特困地区旅游扶贫效率测度与时序分析——以秦巴山陕西片区为例

摘　　要：以秦巴山陕西片区29个县(区)为研究对象,选取2009—2018年各贫困县(区)旅游相关数据,采用Super-SBM模型对该连片特困地区旅游扶贫效率进行了研究。从研究区域整体层面看,其旅游扶贫效率值在2009—2018年并未出现较大提升,前期甚至出现降低的趋势,虽然后期有所回升,但增势欠佳;从县域层面看,留坝县、镇坪县、佛坪县和汉滨区在旅游技术和旅游规模方面均有提升;从旅游扶贫效率分解角度看,旅游综合效率的提升主要得益于旅游规模效率的增长。据此,提出提升旅游相关技术的创新性发展和注重引进旅游高层次人才的发展建议。Taking 29 counties(districts) Qinba Mountain in Shaanxi as the research object, selecting tourism-related data of various poverty-stricken counties(districts) from 2009 to 2018, we study the efficiency of tourism poverty alleviation in the contiguous destitute areas by using the Super-SBM model. The results show that from the perspective of the study area as a whole, the efficiency value of tourism poverty alleviation, instead of increasing significantly from 2009 to 2018, showed a downward trend in the early stage. Although it rebounded in the later stage, the growth rate was not good. From the study area at the county level, Liuba County, Zhenping County, Foping County, and Hanbin District have all improved in terms of tourism technology and tourism scale;from the perspective of the decomposition of poverty alleviation efficiency through tourism, the improvement of overall tourism efficiency is mainly benefited. The increase in tourism efficiency accounts for approximately 61.4%. On this basis, the author puts forward development suggestions to enhance the innovative development of tourism-related technologies and focuses on the introduction of high-level talents in tourism.
