新公共管理:我国农村公共体育服务供给的现实困境与对策研究

摘　　要：党的十九大指出我国城乡发展不平衡,农村发展不充分已然成为我国新时代社会主要矛盾中最需要解决的现实问题。所以,研究新时代背景下农村公共体育服务供给的现实困境,并提出相应对策具有较强的现实意义,期许为进一步完善我国公共体育服务体系提供理论参考。在新时代乡村振兴战略的背景下,从农村公共体育服务的视角出发运用文献资料法和数理统计法对农村公共体育服务供给的有关科研成果进行总结归纳和数据分析,研究结果表明:我国现有农村公共体育服务供给呈现效率低下化、形式单一化、资源断层化、结构失衡化、组织弱小化等现实困境。文章从新公共管理理论的视角提出了以下对策:①保质保量——寻求政府、市场、社会多元供给平衡点;②保质促量——共建高质量多元供给模式;③保量促质——增加人力、财力资源投入,健全监督机制;④区域协同——“跨越+纵向”模式,遵守均等化原则;⑤社会枢纽——政府与农村的中转站,优化供给结构。The 19th National Congress of the Communist Party of China pointed out that unbalanced urban and rural development and inadequate rural development have become the most needed practical problem to be solved in the principal contradiction in Chinese society in the new era.Therefore,it has solid practical significance to study the practical dilemma of rural public sports service supply under the background of the new era and put forward the corresponding countermeasures in the countryside.It is to provide theoretical reference for further improving China's public sports service system.In the background of the new era of rural revitalization strategy,from the perspective of rural public sports service using literature data and mathematical statistics method of rural public sports service supply research and data analysis.Research results show that the existing rural public sports service supply is inefficient,single form,resource fault,structural imbalance,weak practical dilemma.This paper presents the new public management theory from the perspective of the following countermeasures:①quality and quantity——seek government,market,social diversified supply balance②quality——③quality——increase human,financial resources investment,improve the supervision mechanism④egional collaborative——"across+vertical"mode,abide by the principle of equalization⑤social hub——government and rural transfer station,optimize the supply structure.
