摘　　要：祁连山是我国西部重要的生态安全屏障,是黄河流域重要水源产流地,也是我国生物多样性保护优先区域,但由于近年来气候变化及人为因素等诸多方面的影响,祁连山生态环境保护与修复的形势依然不容乐观。本文以跨区域立法协调为研究视角,通过对祁连山国家公园生态环境保护与修复跨区域立法中存在的主要障碍进行分析,探索跨区域立法的构建,为祁连山国家公园脆弱生态环境整体性保护与系统性修复提供法律依据及保护途径。Qilian Mountain is an important ecological security barrier in western China, an important water source and runoff area in the Yellow River Basin, and a priority area for biodiversity protection in China. However, due to the impact of climate change and human factors in recent years, the situation of ecological environmental protection and restoration in Qilian Mountain Still not optimistic, this article takes the cross-regional legislative coordination mechanism as a research perspective, through the analysis of the main obstacles in the cross-regional legislation on ecological environmental protection and restoration of Qilian Mountain National Park, and explores the construction of a cross-regional legislative coordination mechanism to provide a fragile ecological environment for Qilian Mountain National Park. The overall protection and restoration of the environment provides a clear legal basis and protection methods.
