摘　　要：本研究通过分析新型冠状病毒肺炎疫情暴露出来的基层医疗卫生体系问题并总结县域医共体在疫情防控中发挥的突出作用,提出以县域医共体建设为载体,通过"树立公共卫生安全观、科学划分部门职责、内外协同、提升系统能力、完善激励考核机制、战略谋划"等政策举措,提高基层重大传染病疫情防控能力,从而保障"健康中国"目标的实现。This study analyzes the problems of the primary medical and health system exposed by the 2019-nCoV epidemic and summarizes the prominent role played by the county medical community in the prevention and control of the epidemic.Policy measures such as the establishment of public health safety conception,scientific division of departmental responsibilities,internal and external coordination,improvement of system capabilities,improvement of incentive and assessment mechanisms,and strategic planning were proposed to improve the prevention and control of major infectious diseases at the grassroots level,to ensure the realization of the goal of"Healthy China".
