摘　　要：随着复合型灾害的频发与扩散,跨行政边界、跨地域边界的系统性风险图景催生着城市灾害风险评估逻辑的重塑与治理体系的再造。韧性理论的学术内涵与实践动向赋予了城市规划更加科学的技术准则和建设模板。但在治理现代化的思路中,城市韧性不仅是一个规划过程中的技术性议题,更是一个着重关注组织韧性与治理能力的公共行政议题。公共行政视野中的城市韧性,应当遵循"评估—治理"的统合思路,揭示科层组织在灾害情境中的适应规律。同时,应当超越部门化的管理思维,将灾害治理作为透视城市治理的重要窗口,从全过程、全领域的防灾减灾中提炼城市治理体系与治理能力现代化的要素、条件和逻辑。With the frequent occurrence and spread of compound disasters,the systematic risk profile across administrative and regional boundaries has given birth to the reshaping of urban disaster risk assessment logic and the reconstruction of governance system.The academic connotation and practical trend of resilience theory endow urban planning with more scientific technical criteria and construction templates.But in the thinking of modernization of governance,urban resilience is not only a technical issue in the planning process,but also a public administration issue that focuses on organizational resilience and governance capacity.Urban resilience in the view of public administration should follow the integrated thinking of "assessment-governance" and reveal the adaptation rules of bureaucratic organizations in disaster situations.At the same time,we should go beyond departmental management thinking,take disaster management as an important window to see through urban governance,and summarize the elements,conditions and logic of modernization of urban governance system and governance capacity from the whole-process and whole-field disaster prevention and mitigation.
