《碳排放权交易管理办法(试行)》对油气企业的启示

摘　　要：2021年2月1日正式实施的《碳排放权交易管理办法(试行)》确立了中国碳排放权交易体系,将年CO_(2)排放量超过2.6×10^(4)t的企业列为国家重点排放企业。通过分析欧洲碳排放权交易体系的建立过程及影响,该《办法》将大幅推升中国碳排放权交易量,远期会提高碳排放权交易价格,碳捕集量将大幅增加,碳利用领域将大幅扩展。《办法》的实施及后续中国碳排放权交易体系的建立,会对油气行业上下游的用能、排放、产业方向等方面产生全面影响。建议中国油气企业应高度重视《办法》的影响分析,在能源转型背景下做好自身业务调整工作,更好地把握机遇和应对挑战,加强企业内部碳集中统一管理,积极参与碳排放权交易,加大碳捕集、利用与封存技术研发并打造新兴产业。The Interim Rules for Carbon Emissions Trading Management,which was officially implemented on February 1st,2021,established China’s carbon emission trading system and listed enterprises with annual carbon dioxide emissions of more than 26 thousands tons as national key emission enterprises.By analyzing the establishment process and impact of the European carbon emission trading system and comparing with the current situation in China,it can be found that the Interim Rules for Carbon Emissions Trading Management will significantly increase the China’s carbon emission trading volume,the trading price of carbon emission in the long term,the carbon capture and the field of carbon utilization.The implementation of the Interim Rules for Carbon Emissions Trading Management and the subsequent establishment of China’s carbon emission trading system will have a comprehensive impact on the upstream and downstream energy consumption,emission and industrial direction of the oil and gas industry.Therefore,it is suggested that Chinese oil and gas enterprises should attach great importance to the impact analysis of the Interim Rules for Carbon Emissions Trading Management,do a good job in their own business adjustment under the background of energy transformation,better grasp opportunities and meet challenges,strengthen internal carbon centralized and unified management,actively participate in carbon trading,increase carbon capture,utilization and storage technology research and development,and create emerging industries.
