摘　　要：为了在最短的时间内确定污染或损害事件的类型,污染物种类、浓度、污染范围等相关信息,为正确决策事故处理方法赢得宝贵时间,最大限度控制污染范围,分析了突发环境事件的危害和应急监测启动程序,提出提升应急监测能力的措施:提升监测人员的业务能力和水平,完善应急监测设备,加强各部门间的协调联动,完善应急监测处置工作制度,保障个人防护设备的配备,提升应急监测综合能力,为突发性环境事件的处置提供重要的数据支撑和决策依据,提高环境处置效率,确保将突发环境事件造成的环境污染降到最低。In order to determine the type of pollution or damage event,pollutant type,concentration,pollution range and other relevant information in the shortest time,win valuable time for correct decision-making of accident treatment methods,and control the pollution range to the greatest extent,the harm of sudden environmental events and the start-up procedure of emergency monitoring are analyzed.It puts forward measures to improve the emergency monitoring ability,i.e.to improve the professional ability and level of monitoring personnel,improve the emergency monitoring equipment,strengthen the coordination and linkage between various departments,improve the emergency monitoring and disposal system,ensure the allocation of personal protective equipment,improve the comprehensive ability of emergency monitoring,and provide important data support and decision-making basis for the disposal of sudden environmental events,improve the efficiency of environmental disposal to ensure that the environmental pollution caused by environmental emergencies is minimized.
