我国高层次科技人才流动的规模分布与空间格局

摘　　要：近年来,尤其是“双一流”建设启动以来出现了高层次人才加速流动的现象。收集并分析高层次人才流动的真实数据,有利于把握其流动的特点和规律。本文收集了国家杰出青年科学基金获资助者的流动数据,构建了高层次人才流动网络,并运用区域地理学中的位序规模法则、首位度指数、基尼系数,以及复杂网络分析中的加权富人俱乐部系数进行了量化分析。结果发现,各个地区的高层次人才流动规模存在很大的差异;高层次人才流动规模分布符合位序规模法则;北京、上海、江苏、广东是我国高层次人才流动过程中的主要集散中心;高层次人才流动网络中存在富人俱乐部现象,北京、上海、江苏、广东、浙江、安徽这6个地区是富人俱乐部的主要成员。上述结果表明,我国高层次人才流动具有明显的空间集聚性。Rapid migration of high-level talents has emerged in recent years,especially after the start of“double firstclass”construction.Collecting and analysing the real data of high-level talents migration is helpful for us to grasp its characteristics and laws.This paper collects the migration data of high-level talents funded by The National Science Fund for Distinguished Young Scholars,creates the network of high-level talents migration,and analyzes the data using the rank-size rule,the law of the primate city,Gini coefficient and the weighted rich-club coefficient.The first three methods are derived from regional geography,while the last one is derived from complex network analysis.The results that we found are as follows.The migration sizes of high-level talents between areas are significantly different from each other.The distribution of migration sizes accords with the rank-size rule.Beijing,Shanghai,Jiangsu and Guangdong are the main distribution centers of high-level talents migration.The rich-club phenomenon exists in the network of high-level talents migration.Beijing,Shanghai,Jiangsu,Guangdong,Zhejiang and Anhui are the main members of the rich-club.It is conducted that the high-level talents migration haves the obvious characteristic of spatial agglomeration from above results.
