摘　　要：城市信用治理是推进新时代市域社会治理现代化的重要命题。现代城市的空间格局与交往格局显化了主体失信的频率和危害,城市信用治理成为构筑社会信用体系的重要环节。信用示范城市在信用制度、信用信息、信用奖惩、征信机构、信用机制等方面实现了治理工具的创新,但在信用立法、管理体制、信息流动、惩戒措施、治理手段等方面存在亟待解决的问题。为提升信用示范城市建设效果,应以政府角色转换为肇始,推动政府从诚信政策执行者、信用状况评价者、政策议程被动者向诚信建设引领者、信用活动监管者、政策议程触发者转型,实现政府信用治理的规范发展;同时,通过完善信用法治、创新治理举措、优化城市格局和建设诚信政府,促进市域社会信用治理的科学化发展。Urban credit governance is an important proposition to promote the modernization of municipal social governance in the new era.The spatial and interaction pattern of modern cities have conspicuously increased the frequency and harm of subject’s dishonest behaviors,and urban credit governance has become an important link in the construction of social credit system.Credit model cities have achieved innovation in governance tools in credit system,credit information,credit rewards and punishments,credit reporting agencies,and credit mechanisms,but there are urgent problems to be resolved in credit legislation,management system,information flow,disciplinary measures,and governance means.In order to enhance the effect of credit model city construction,efforts should first be taken to promote the transformation of the role of government,from being the implementer of integrity policy,evaluator of credit status and passive policy agenda to being the leader of integrity construction,supervisor of credit activities and trigger of policy agenda,and realize the standard development of government credit governance.Meanwhile,we should improve the rule of credit law,innovate governance measures,optimize city pattern and enhance the creditworthiness of the government to promote the modernization of municipal social credit governance.
