摘　　要：建设城市信息模型(CIM)平台是提升城市治理能力的重要手段。在分析各地CIM平台建设现状的基础上,结合济南市各功能区管理需求,提出了功能区CIM应用平台的设计思路与目标,设计了平台的总体框架和主要建设内容,并对三维仿真和海量空间数据调度等关键技术进行了研究,为各功能区CIM应用平台的具体实施提供了前期技术支撑。The building of city information model platform is an important means to improve the city governance capacity.Based on the analysis of the current situation of CIM platform in different city,combining the management requirements of each functional area in Jinan,this paper proposes the design ideas and objectives of the CIM application platform for functional areas,designs the overall framework and main construction contents of the platform,discusses the key technologies such as 3D simulation and the scheduling of massive spatial data,which provides the preliminary technical support for the implementation of the CIM application platform in each functional area.
