摘　　要：为实现2060年碳中和目标,必须要有长效稳定的法治机制保障,而其中尤需加强行政法治建设。理论和实践证明,行政法治价值理念与碳中和蕴涵的价值观具有相通之处,将民主、诚信、平等、效率、程序等理念融入碳中和目标达成之中,是法治应对碳中和转型堵点、痛点、难点的“最优解”。在此基础上,打造公众参与、上下协同、官民共治的行政法律规范体系、行政执法体系、行政司法及诉讼监督体系与行政责任实现体系,可以形成行政法治合力,为碳中和目标如期实现提供广泛而坚实的法治基础与保障。In order to achieve the goal of carbon neutrality by 2060,there must be a long-term and stable rule of law guarantee,and in particular,the construction of administrative rule of law must be strengthened.Theory and practice have proved that the value concept of administrative rule of law has similarities with the natural view implied by carbon neutrality.Integrating values such as democracy,integrity,equality,efficiency,and procedures into the achievement of carbon neutral goals is the best way to deal with carbon neutral transformation issues by means of the rule of law.On this basis,the creation of an administrative legal norm system,an administrative law enforcement system,an administrative judicial and a litigation supervision system,and an administrative responsibility realization system featuring public participation,coordination between upper and lower levels,and co-governance by the public and the people,is supposed to form a joint force for administrative rule of law,and then help to achieve the goal of carbon neutrality on schedule.
