消费升级引领战略性新兴产业高质量发展——基于全球价值链攀升的视角

摘　　要：面对国际市场萎缩和国内低成本要素优势丧失的压力,中国亟须寻求以国内消费市场为导向的战略转变,实现向全球价值链高端攀升。基于“双循环”的战略背景,采用出口复杂度指数衡量2007—2019年中国战略性新兴产业全球价值链位置,并从需求端出发考察和分析中国消费升级对战略性新兴产业全球价值链攀升的影响效应以及技术创新的中介作用机制。研究发现:战略性新兴产业的出口复杂度不断提升,向全球价值链中高端攀升趋势明显;消费升级对战略性新兴产业全球价值链攀升具有显著的促进作用,但存在产业异质性;技术创新是消费升级引领价值链攀升的重要作用机制。因此,实现中国战略性新兴产业的价值链攀升,破除“低端锁定”,需要不断挖掘国内巨大的消费市场潜力,以消费升级助力国内价值链和全球价值链的联合融通。Faced with the pressure of shrinking international market and the loss of domestic low-cost factor advantage,China urgently needs to seek a strategic transformation oriented by the domestic consumer market,and climb to the high-end of global value chain.Based on the strategic background of dual cycle pattern,this paper uses the export sophistication index to measure the GVC position of China′s strategic emerging industries from 2007 to 2019,and analyzes the impact of consumption upgrading on GVC of strategic emerging industries and the mediation mechanism of technological innovation from the perspective of demand side.The results show that:the export sophistication of strategic emerging industries is rising,which means the trend toward high-end of GVC is obvious;consumption upgrading has a significant role in GVC promoting of strategic emerging industries,and there is heterogeneity of industry;further,technological innovation is an important mechanism for consumption upgrading to induce the GVC improving.Therefore,it is necessary to continuously tap the huge potential of domestic consumer market,and promote the integration of NVC and GVC through consumption upgrading,so as to realize the value chain climbing of China′s strategic emerging industries and break the"low-end locking".
