火电复工项目索赔处理方案探究

摘　　要：随着国家产业政策的调整,部分原缓建、停建的火电项目已从停建名单中移出,开始恢复建设。但是对于恢复建设的项目,特别是对于项目在停工前已经进行大面积施工,大型机械、大宗材料已经进场的项目,工期、费用的索赔问题尤为突出。因此,为尽快恢复工程建设,实现工程建设目标,对合同工期、费用调整是势在必行的。本文以XX火电复工项目为例,分别从工期、价格调整、停窝工索赔、国家及行业标准变化等几个方面予以阐述。With the adjustment of the national industrial policy,some thermal power projects that were postponed or suspended have been removed from the suspension list and construction has begun to resume.However,for resuming construction projects,especially for projects where large-scale construction has been carried out before the project is stopped,and large-scale machinery and bulk materials have already entered the site,the problem of construction period and cost claims is particularly prominent.Therefore,in order to resume project construction as soon as possible and achieve project construction goals,it is imperative to adjust the contract duration and cost.This article takes the XX thermal power resumption project as an example,and elaborates it from several aspects such as construction period,price adjustment,compensation for suspension of work,and changes in national and industry standards.
