摘　　要：目的借助复杂适应系统理论,以江苏省人民医院门诊为例,探讨不同场景下的应急处置与管理,形成门诊应急管理体系。方法通过实地调研、专家访谈、数据分析方式,对门诊应急管理工作进行量化分析。结果将门诊应急事件分为医学病情变化应急、院内突发灾害应急、突发系统故障应急、安全事件应急、"核酸阳性"事件应急等事件,结合理论分析门诊应急的标识机制、积木块机制及所形成的内部模型机制,并从突发事件的预防、准备、响应、恢复4个方面管理,构建门诊应急管理体系运行机制。结论为门诊应急管理模型累积丰富的实战经验,有助于对突发事件的监测预警、应急处置、科学救助、应急教育及舆论引导。Objective With the help of complex adaptive system theory,taking the outpatient department of Jiangsu Provincial People’s Hospital as an example discusses the emergency treatment and management under different scenarios,so as to form the outpatient emergency management system. Methods The emergency management of the outpatient department was quantitatively analyzed through field investigation,expert interview,and data analysis. Results Emergency outpatient emergency events can be divided into medical illness,hospital emergency disaster emergency,emergency system fault emergency,safety emergency,"Positive nucleic acid"event emergency,combined with the theoretical analysis of the identity of the outpatient emergency mechanism,the building block mechanism and the formation mechanism of internal model,and from the emergency prevention,preparation,response, recovery four aspects of management, build the outpatient emergency management system operating mechanism. Conclusion Accumulation of rich practical experience into the outpatient emergency management model is helpful for emergency monitoring and warning,emergency treatment,scientific assistance,emergency education and the public opinion guidance.
