摘　　要：资格预审文件和招标文件是指导资格预审和招标投标活动全过程的纲领性文件,是潜在投标人编制资格预审申请文件和投标文件的依据,是评审或评标委员会进行资格评审或者推荐中标候选人,以及招标人和中标人签订合同的依据。此前国铁集团铁路建设项目施工招标使用的资格预审文件和招标文件是原中国铁路总公司于2015年发布的《铁路建设项目总价承包标准施工招标文件补充文本》等相关文件,随着国家招投标法律法规的更新以及铁路建设管理制度的完善和管理方式的改进,原文本已不能满足招标投标工作的需要,亟需修订。作者为本次修订的主要参与人员,对修订内容进行了深入研究分析。Prequalification documents and bidding documents are programmatic documents guiding the whole process of prequalification and bidding activities,the basis for potential bidders to prepare prequalification application documents and bidding documents,the basis for the evaluation or bid evaluation committee to conduct qualification evaluation or recommend successful candidates,and the basis for the tenderee and the successful bidder to sign the contract.Previously,the prequalification documents and bidding documents used in the construction bidding of railway construction projects of China Railway Group were relevant documents such as the supplementary text of standard construction bidding documents for total price contracting of railway construction projects issued by the former China Railway Corporation in 2015.With the update of national bidding laws and regulations,the improvement of railway construction management system and the improvement of management mode,The original text can no longer meet the needs of bidding work and needs to be revised urgently.The author is the main participant in this revision,and has conducted in-depth research and Analysis on the revised content.
