北京市农村供水计量管理信息化发展的启示

摘　　要：贯彻落实习近平总书记在推进南水北调后续工程高质量发展座谈会上重要讲话精神,坚持“节水优先、空间均衡、系统治理、两手发力”治水思路,全面加强节水、强化水资源刚性约束,把“节水”当作北京为南水北调受水区的根本出路,重点解决农村地区供水计量设施配备不到位、使用操作不合理、技术手段不先进、水价执行标准不健全及水费收缴形式不规范等因素,造成水资源浪费等突出问题,探索建立和规范农村供水收费体制机制,合理确定供水价格,研发适宜农村地区发展的供水计量监控体系,不断提升农村地区供水服务保障能力和行业监管水平,有效促进节水型社会建设,为农村地区人民群众营造健康现代的生活环境和服务品质。To carry out the important speech of general secretary Xi Jinping in promoting the high quality development symposium on the follow-up project of the South-North Water Diversion Project,we must adhere to the idea of water saving priority,space balance,system management and two hands to exert power,and comprehensively strengthen water conservation and strengthen the rigid constraint of water resources,and regard"water saving"as the fundamental way out for Beijing to receive water from the South-North Water Diverstion Project.We will focus on solving prominent problems such as waste of water resources caused by inadequate allocation of water supply metering facilities,unreasonable use and operation,underdeveloped technical means,imperfect implementation standards of water prices and non-standard forms of water fee collection in rural areas,explore the establishment and standardization of rural water supply charging system and mechanism,and reasonably determine water supply prices,research and develop a water supply measurement and monitoring system suitable for the development of rural areas,continuously improve the guarantee capacity of water supply services and industry supervision level in rural areas,effectively promote the construction of water-saving society,and create a healthy and modern living environment and service quality for the people in rural areas.
