摘　　要：当下犯罪形势发生了重大变化,诈骗案件首次超过盗窃案件成为目前我国最突出的犯罪,作为诈骗犯罪一类的保险诈骗犯罪正处于快速增长时期。当前,保险诈骗犯罪呈现出犯罪团伙化、职业化,隐蔽性强;案件增长数量多、速度快;地域性特征突出,蔓延速度快的特点。但公安机关在打击保险诈骗犯罪时面临法律、情报、宣传等方面的困境。针对目前困境,分析形成犯罪心理的影响因素主要来自复杂的经济环境、保险行业主体责任缺失以及社会矛盾下的贫富差距,应结合犯罪形势运用大数据侦查思维、采取多项措施督促保险行业履行责任、改进舆论宣传工作引导良好风气,以形成全域型犯罪打击模式。Major changes have taken place in the current crime situation,fraud has surpassed theft for the first time and become the most prominent crime in China.As a kind of fraud crime,insurance fraud is also in a period of rapid growth.At present,insurance fraud crime shows the characteristics of crime group,professionalism and low penalty rate.The number and speed of the increase of cases are large and fast.It is characterized by prominent regional characteristics and rapid spread,however,the public security organs have difficulties in combating insurance fraud,such as law,information and propaganda.In view of the current dilemma,it is analyzed that the influence factors of crime psychology mainly come from the complex economic situation,the insurance industry main body’s lack of responsibility and the gap between rich and poor under social contradictions.Big data investigation thinking should be applied in combination with the criminal situation,take several measures to urge the insurance industry to fulfill its responsibilities,improve the public opinion propaganda work good ethos,so as to form a a comprehensive crime fighting mode.
