摘　　要：减缓贫困是人类社会的共同追求,金融发展在减贫过程中发挥了重要作用。文章采用1999-2018年省级面板数据和空间计量模型,研究我国金融发展减贫效应的地区异质性。研究发现我国各地区的贫困减缓构成竞争关系,开展金融发展的减贫效应存在城乡异质性和区域异质性。在巩固拓展脱贫攻坚成果和全面推进乡村振兴的新阶段,金融发展减贫效应的地区异质性分析对防止脱贫人口返贫和持续有效提高脱贫人口收入有重大启示。据此文章提出在新阶段应着重发挥金融发展促进资源优化配置的作用,制定实施区域差异性金融发展政策,大力发展农村特色绿色金融,促进金融财政政策有效协调配合的政策建议。Poverty alleviation is the common pursuit of human society,and financial development plays an important role in the process of poverty alleviation.This paper uses provincial panel data from 1999 to 2018 and spatial econometric models to study the regional heterogeneity of the poverty alleviation effect of China’s financial development.It is found that poverty alleviation in different regions of China constitutes a competitive relationship,and the poverty alleviation effect of financial development has urban-rural heterogeneity and regional heterogeneity.In the new stage of consolidating and expanding the achievements of poverty alleviation and comprehensively promoting rural revitalization,the regional heterogeneity of the poverty alleviation effect of financial development has great enlightenment for preventing the people out of poverty from returning to poverty and continuously and effectively improving the income of the people out of poverty.Accordingly,this paper puts forward policy suggestions to give full play to the role of financial development in promoting the optimal allocation of resources,formulate and implement regional differentiated financial development policies,vigorously develop green finance with rural characteristics,and promote the effective coordination of financial and fiscal policies.
