广州市花都区人民医院医疗集团组团式帮扶的实践举措及问题探析

摘　　要：组团式帮扶是广州市花都区人民医院医疗集团进一步深化医药卫生体制改革和提升基层医疗机构综合服务能力的重点举措。通过整合集团的医疗、护理、药学、医技、管理、人才等各类优势资源,组团式帮扶有力地推动优质医疗资源精准下沉,实现与基层卫生机构的共通共融。作为推动分级诊疗制度落地的有力抓手和创新机制,组团式帮扶有利于构建优质高效、科学合理的医疗建设体系,深入扩大优势资源的可及性和普惠性。更加精准化的帮扶举措不仅有力帮助基层医疗机构提升医疗救治和综合服务能力,更能为基层群众带来及时、便捷、安全、优质的诊疗服务。然而在探索帮扶改革的实践中发现基层卫生机构在人员配备、病房管理、考核机制、科研创新等多方面存在一些现实问题,需要不断探析相应的解决对策,以便更加顺畅地推动医联体上下“双向转诊、分级诊疗”体系的构建。Group assistance is the key measure of Huadu District People′s Hospital of Guangzhou to further deepen reform of the medical and health care systems and improve the comprehensive service capacity of the grass-roots medical institutions,by integrating all kinds of superior resources from group′s medical,nursing,pharmacy,medical technology,management,talent and other advantageous resources,the group assistance can effectively promote the accurate sinking of quality medical resources and achieve common integration with the grass-roots medical institutions.As a powerful grasp and innovation mechanism that promotes the implementation of hierarchical diagnosis and treatment system,group assistance is beneficial to build a high-quality,efficient,scientific and reasonable medical construction system,and further expand the accessibility and inclusiveness of superior resources,its more accurate assistance measures not only effectively help the grass-roots medical institutions to improve their medical treatment and comprehensive service ability,but also bring more timely,convenient,safe and high-quality diagnosis and treatment services to the grass-roots people.However,in the practice of exploring the reform of assistance,we still find that there are some practical problems in personnel allocation,ward management,assessment mechanism,research innovation and other aspects.We need to constantly explore the corresponding solutions,so as to more smoothly promote the construction of"two-way transfer treatment,hierarchical diagnosis and treatment"system in the medical association.
