政策工具视角下我国警务信息公开政策的文本量化分析

摘　　要：针对我国目前已出台的一系列警务信息公开政策文本开展量化分析,有助于提升我国公安机关对于工作中警务信息公开问题的重视程度,推动公安机关警务信息公开制度规范的健全及后续保障体系的不断完善,提升我国公安机关警务信息公开工作的质量与水平。按照一定标准,从我国已出台与警务信息公开相关的系列政策中选取63份政策文本,采用内容分析法并借助nvivo质性分析软件,从政策工具类型和警务信息公开要素两个维度,具体剖析我国警务信息公开政策现状及现存问题,结果显示:我国警务信息公开政策需要继续注意政策制定主体的配合与交流,确保政策制定合理有效;要更加关注政策文本对于警务信息公开工作人员的规范作用、对社会公众参与信息公开工作的保障与调动作用。Textual quantitative analysis on a series of police information disclosure policy texts that have been issued in China is helpful to increasing the public security organs’attention to information disclosure in their work,promoting the perfection of information disclosure system and the continuous improvement of the follow-up guarantee system,and enhancing the quality and level of police information disclosure in China.63 policy texts are selected and analyzed with content analysis method and nvivo qualitative analysis software from two dimensions of policy tool types and disclosure elements to dissect specifically the current situation and existing problems in police information disclosure policies.It is suggested that the cooperation and communication of policy-making entities be focused to ensure the policy formulation is reasonable and effective,and the regulatory role of the policy text for the staff and incentives to participate in the disclosure work for the public be emphasized.
