摘　　要：获得电力指数作为世界银行营商环境评估指标之一,反映企业获得电力供应的难易程度。通过找到制约用户报装接电的痛点、难点,并分析如何从各个关键环节进行改善,从而提升获得电力指标,对于地区的招商引资以及企业的健康发展具有至关重要的作用。获得电力指数的4个二级指标较大程度体现在报装接电上,利用计划协调技术对报装接电关键作业进行分析,首先构建作业明细表,绘制作业网络图,其次确定各项作业的时间,从而形成报装接电作业关键路径,最后给出如何改善提升关键环节的建议。Getting electricity index is one of the World Bank doing business indicators,it reflects how difficult to get connected to the electrical grid.By finding the pain points and difficulties that restrict customers'access to electricity,and analyzing how to improve each key link to improve access to power indicators,which plays a vital role in attracting investment and the healthy development of enterprises in the region.The four secondary indicators of the access index are reflected to a greater extent in the installation and connection of electricity.This thesis evaluates power business expanding key work using PERT.Firstly,the work list is proposed,the operation network diagram is drawn,then the time of each operation is determined,thus form the power business expanding critical path.Finally,the suggestion about how to improve and enhance the key links of power business expanding is given.
