摘　　要：贫困与健康密切相关,医疗支出导致收入减少、医疗保险保障能力有限,城乡医疗水平的差异、贫困人口的预防意识不足等加剧了贫困的发生。健康扶贫的治理逻辑在于确保群众“看得起病”“看得上病”“看得好病”“少生病”“不生病”。大型公立医院是健康扶贫的重要生力军,在实践中探索出了以实施大病专项救治、开展医疗救助、提升基层诊疗能力、开展疾病预防为主线的参与模式。Poverty is closely related to health.Medical expenditures lead to reduced income,limited medical insurance capabilities,differences in medical technology between urban and rural areas,and insufficient awareness of prevention among the poor,which has exacerbated the occurrence of poverty.The governance logic of Healthy Assist Poverty Project is to ensure that the impoverished people can afford disease,get access to hospital care,cure the illness,get less sick and do not get sick.Large public hospitals are an important new force for health and poverty alleviation.In practice,they have explored a participation model that focuses on the implementation of special treatment for serious diseases,medical insurance assistance,improvement of the grassroots diagnosis and treatment ability,and disease prevention.
