沿海城市“港口——产业——城市”协调发展研究——以河北省为例

摘　　要：基于"港口—产业—城市"协调发展机理的分析,构建了"港口—产业—城市"三元复合系统协调发展的评价指标体系,运用综合发展指数、耦合协调度模型对河北省沿海城市秦皇岛、唐山和沧州在2013—2018年复合系统的综合发展度和协调发展水平进行了分析。结果显示,产业子系统发展水平均较低,成为制约复合系统协调发展的主要因素;三个子系统的耦合度较高,呈现出较为显著的互动作用关系;复合系统整体耦合协调发展水平相对较低,港、产、城协调发展均处在由失调衰退向协调发展的过渡阶段,尚有较大的提升空间。河北省沿海城市需要在提高三大子系统的发展水平,优化系统内部协调机制,加强与其他城市联系等方面发力。Based on the analysis of the coordinated development mechanism of "port-industry-city", this paper constructs an evaluation index system of the coordinated development of "port-industry-city" three-dimensional composite system, the development degree and coupling coordination degree of the Composite System in Hebei, Qinhuangdao, Tangshan and Cangzhou from 2013 to 2018 are empirically analyzed by using the Comprehensive Development Index and coupling coordination degree model. The results show that the development level of industrial subsystem is low in 2013-2018, which is the main factor restricting the coordinated development of the complex system, and the coupling degree of the three subsystems is high in the coastal cities of Hebei Province, showing a significant interaction relationship;However, the level of coordinated development of the complex system is relatively low, and the coordinated development of port cities in Qin-tang-cang region is in a transitional stage from imbalance decline to coordinated development, and there is still much room for improvement. The coastal cities in Hebei Province need to improve the development level of the three subsystems, optimize the internal coordination mechanism of the system, and strengthen the links with other cities.
