地方公共服务如何成为新型城镇化的新动力?——基于要素集聚及空间外溢效应的检验

摘　　要：中国新型城镇化发展正面临新旧动力的转换,医疗、教育和交通等地方公共服务逐渐取代传统的招商引资成为城市吸引要素集聚的关键驱动因素。在分析地方公共服务影响本地要素集聚的直接机制和邻近地区的溢出机制基础上,选取我国268个地级及以上城市的面板数据并构建空间计量模型,实证检验了地方公共服务对要素集聚的影响。结果发现:教育、医疗和交通基础设施等公共服务供给水平的提高均对本地要素集聚有积极的促进作用。地方公共服务的供给不仅会影响本地要素集聚,同时也会通过空间溢出机制影响邻近地区要素集聚,且不同类型公共服务的溢出作用有所差异。地方公共服务对要素集聚的外溢作用带有局域性特征,主要在各自的作用半径内发挥作用。The development of China′s new urbanization is facing the switch of driving forces. Local public services such as medical care, education and transportation have gradually replaced the traditional investment promotion and become the key driving factors to attract the agglomeration of factors. This paper firstly analyzes the direct influence mechanism of public services on the local factor agglomeration and the spillover mechanism of public services affecting nearby area. Furthermore, by using a panel data of 268 prefecture-level cities in China and constructing a spatial econometric model, the paper empirically analyzes the effect of public services on factor agglomeration. The results suggest that public services such as education, medical care, and transportation infrastructure are important factors in promoting local factor agglomeration. The improvement of public services not only affects the local factor agglomeration, but also affects the factor agglomeration in the neighboring areas through the spatial spillover mechanism, and the spillover effects of three public services are different. The spillover effects of local public services on the factor agglomeration are localized and only take effect within respective functional radius.
