摘　　要：文章在烟草企业安全风险分级管控和事故隐患排查治理指南的基础上,结合行业、企业实际对安全风险的概念进行了延伸和界定,按照整体对标、试点先行、分段推进的原则,优先选择风险重点管控区域、隐患重点排查部位、危险作业作为预警对象,参照红、橙、黄、蓝四色进行安全风险分级划分,对每类安全风险预警条件(阈值)进行分类和确定,由此确定了安全风险预警要素及构成条件,在此基础上,对预警信息的收集和监测、识别、诊断、评价、处置等一系列应用环节进行了详细的阐述,有针对性对企业安全风险进行预测预判,形成了一套企业应对安全风险的机制。On the basis of the guidelines for the classified management and control of safety risks and the investigation and treatment of accident hidden dangers in tobacco enterprises,combined with the actual situation of the industry and enterprises,this paper extends and defines the concept of safety risk.According to the principles of overall benchmarking,pilot first and segmented promotion,priority is given to the key risk control areas,key hidden danger investigation parts and dangerous operations as early warning objects,with reference to red,orange,yellow and blue colors are used to classify the safety risk,and the early warning conditions(threshold)of each type of safety risk are classified and determined,so as to determine the elements and constituent conditions of safety risk early warning.On this basis,this paper expounds in detail a series of application links such as collection,monitoring,identification,diagnosis,evaluation and disposal of early warning information,targeted prediction and prediction of enterprise safety risk has formed a set of mechanism for enterprises to deal with safety risk.
